Anyone have any idea? What about zoning issues? Contracts?

Depends on so many things, such as:
~ Distribution
~ Performers
~ Content
And always have TWO forms of ID on file for everyone...and if you sign anything, get a copy BEFORE you sign it and one AFTER....trust me!
Always have someone else look over contracts before signing them.
If STI/STD testing is needed, go through AIM-Med: http://www.aim.med.org.
Local laws can tell you the baseline rules.
Cost? Hell, it can be nothing to too freaking much...creativity counts for more than anything.

I have a friend back home that has gotten into makin films in the past couple of years,
and he said he usually gets ladies From out of Florida.
They are Beautiful, they are talented, and his films turn out great
but off Cam they seem to give him a hard time (not in the good way either) .
The gurls are Very Demanding and Awefully *Female Doggish.
Not only do you have to cover the cost per scene you have to cover hair, makeup, Cattering, great Dressing area, and Travel Expenses as well.
So Apparantly It can really add up after a lil while.
I don't think I am hot enough to do such activities for him and not to mention I much prefer being his "non professional" Friend with benefits

I don't have any actual $$$ estimates, but rather the results of a few brainstorming sessions with a few like minded associates.
Location:
Depending on how many scenes you want in the movie and what kind of overall presentation you want, this can be very important. If you're aiming for something a bit more refined than the crap that gets churned out by the terabyte on the internet, you can't film every scene in the same room. Also, just because there may be enough room to have sex somewhere doesn't mean that it's practical to film people having sex there.
Filming:
You need one person who is at least passingly familiar with photography, since it generally applies to film as well. Lighting can have a major effect on how good a scene looks when you're watching it on a screen afterwards. You probably also want at least two people filming. This allows for smooth transitions between shots instead of having to follow along with the lone cameraman as he makes his way around the bed.
Post Production:
This is vital, especially if you have multiple sources of footage. You need someone with either past experience with editing videos, or with enough patience and competence to learn as they go. Sound editing is less important but smoothly removing sounds that don't belong, like a cough or an animal, goes a long way towards maintaining the illusion.
Performers:
Last in what is not a comprehensive list, are the people doing the deed(s). As far as obvious things go, you need to make sure that any male actors you are employing are capable of performing for a camera as well as having enough self-control to avoid happy a scene early. Also, male or female, just because they are physically capable doesn't mean they are going to give an all-star performance. If someone is too up-tight, nervous, bad chemistry, whatever, you have to either bring them to a state where they can give a decent performance, or replace them.
That may be enough of a start to get some brains turning over.

So, the last porn I was in, by the time production was finished and all model fees, hosting, licensing, vendor fees, etc.. Were paid, it was about a $4k cost burden for what amounted to a ~20minute scene.
